Newly elected governor of Washington State gets a chance to create tidal exchange tunnel from Hood Canal to North Bay. He discovers that there may be problems with earthquake faults. He hires college a student to create seismic data program to look for those problems and present the data in real time.
Over time, the tunnel is built, but, subsequent tectonic events work to derail all of the good intentions of the governor. More and more college students will become involved as things go down hill fast.
In the end, the program does what it was designed to do, however, there also comes the discovery that "...sometimes knowing doesn't help..."
